ACT and College help! :)

The Dreaded ACT! I am taking it in feb. and I need to know any good tips and tricks for it!

Also I am starting to apply for colleges but I really would like to head out of state, do you know of any colleges that are affordable and DO NOT charge out of state fees???? Please help me! This is a huge decision and I would love to explore all my options!
